Sustainable Comprehensive Plans and Plan Updates
Zoning administration and code compliance service provides technical advisory assistance to the general public, land development professionals, government agencies, and others regarding land development regulations, site planning principles and administrative interpretations. The service includes: plan review, architectural review, permitting and certificates of occupancy and code enforcement to ensure public safety and sound planning and development by verifying proper construction of and zoning requirements for structures.
Development Applications and Approvals
All development projects are required by law to obtain a permit and other approvals from local governments before construction can proceed. The development review process encompasses a variety of requisites from site analysis and assessments, site design, to compliance with zoning regulations for proper development.

Zoning Administration and Code Compliance
A comprehensive plan guides the future development and growth of a community over a long-term horizon on the physical, social, economic and environmental development. In Florida, all 67 counties and 411 municipalities are required to adopt local comprehensive plans pursuant to Chapter 163, Part II of the Florida Statutes.
Effective June 2, 2011, local governments have more discretion in determining whether they need to update their local comprehensive plan. As such, local governments no longer need to submit evaluation and appraisal reports to the department for a sufficiency determination. Instead, local governments must follow these new provisions:
- At least every seven years, pursuant to Rule Chapter 73C-49, Florida Administrative Code, determine whether the need exists to amend the comprehensive plan to reflect changes in state requirements since the last time the comprehensive plan was updated.
- Notify the state land planning agency by letter of this determination.
- If the local government determines amendments to the comprehensive plan are necessary, the local government shall prepare and transmit the proposed amendments to the State Land Planning Agency within one year of such determination. - Any local government failing to timely submit a notification letter or proposed amendments within one year of notification may not amend its comprehensive plan until it complies with the requirements.
- The evaluation and appraisal should address changes in state requirements since the last update of the comprehensive plan and update the plan based on changes to local conditions.
Land Development Regulations (LDRs)
Land development regulations set forth the rules, regulations and procedures for the development of land, subdivisions and administrative and enforcement procedures to promote the health, safety and welfare of a community. Pursuant to Section 163.3202, Florida Statures, local governments are required to adopt or amend or enforce land development regulations that are consistent and implement their comprehensive plan.

Annexation Plans and Studies
Annexation plans provide a methodical approach to the expansion of a municipality’s boundary into adjacent unincorporated areas by assessing the physical and fiscal impacts of adjacent areas to the costs and benefits of incorporation into the municipality.
Housing Studies and Programs
Housing studies and programs include the assessment of affordable housing, workforce housing and/or real estate market conditions. Studies are conducted to determine best practices and guidelines to implement housing needs. Housing programs and policies can be development to implement such needs.
Redevelopment and Economic Development Plans and Programs
Redevelopment and economic development programs and plans establish goals and objectives to promote and facilitate sustainable growth, and enhance the economic vitality of an area. Programs and plans are developed in association with businesses and community members, and the community redevelopment agency of a designated redevelopment area. Redevelopment and economic development plans are also useful in identifying tools and resources available to implement a redevelopment and/or economic program.
Community & Neighborhood Involvement
Design Charrettes, Vision, and Master Plans
Design charrettes and visioning programs involve collaborative sessions with professionals and the public to identifying a range of potential solution to community issues, and sets goals and initiatives over a long-term horizon. Charrettes and visioning programs are useful tools in developing community consensus through public participation.
24/7 Open Community Forums
The NZC Team credential and expertise is proficient in public engagement and it will ensure a high level of participation of the City’s diverse populations. The proposed NZC public engagement strategy “24/7 Open Community Forum” is based on creating a marketing branding campaign (project identity) that will include two key elements:
WHO: This graphic summarizes the broad public involvement process that will include community-based organizations, individual residents and business owners, and public officials, City’s board members and staff.
HOW: The public outreach initiative will encompass a wide array of communication strategies such as face-to-face meetings with steering committee, interviews, workshops, roundtables, community survey, informational kiosks located on City Hall and community events. The NZC Team proposed strategy will also rely on technology and smart phones to ensure 24/7 communication with the community through the City’s website, press releases, e-newsletters, social media (Facebook, Twitter, LinkedIn, etc.), and texting to announce upcoming meetings and key information.
NZC public engagement strategy includes an innovative online engagement technology that will enable to reach out to the community easily and efficiently. NZC innovative approach will be a web based application that the community can access through their smart phone. This web platform will provide convenient participation for the entire community including “snow bird” residents. The NZC Team will post questions that will be easily answer thru the smart phone; this feature will allow for the community to follow the process, contribute to it, and enrich the final outcome.
Urban Design and Design Guidelines
Urban design encompasses the arrangement, appearance and functionality of public spaces in urban areas. Design guidelines establish this framework for the arrangement of space in the promotion of the physical, environmental and social components of a community.
